PROGRAMME OPERATIONAL MANUAL
This manual builds on the principles and high level procedures for the MSCBP in Rwanda. It intends to comply with Governments legislation in force and complementary regulations and circulars. However, the manual does not substitute for these statutory requirements and should therefore be used in conjunction with them.
The manual builds on good practices and lessons learnt from other implementation arrangements and modalities adopted for other sectors and or similar sectors in other countries.
This manual offers guidance to MSCBP Component Leads and the management of the Human Resources and Institutional Capacity Development Agency (HIDA), participating MDAs and development partners. In addition the manual is available for reference purposes by auditors and other interested parties who wish to understand and/or are retained to monitor and evaluate MSCBP arrangements. It aims to:
Promote greater working relationships among stakeholders and as a result enhance integration between MSCBP and other sector initiatives
Promote a programmatic approach to capacity building among MDAs and development partners
Specify in detail the procedures and criteria to guide both the beneficiary institutions and oversight bodies (primarily the HIDA) in the management and implementation of MSCBP so that internal programme risks are avoided and/or mitigated.
Mitigate fiduciary risks by detailing standard procedures and incorporating internal controls for MSCBP management processes
Ensure that the GoR can be fully accountable to the Rwanda public, International Development Partners and other stakeholders
