RESULTS MONITORING & EVALUATION WORKSHOP “WALKING THE TALK: BUILDING A RESULTS-BASED ORIENTED PUBLIC SECTOR TO DRIVE THE NATIONAL DEVELOPMENT RPOCESS”
The Ministry of Finance and Economic Planning, in partnership with the World Bank and Human Resources and Institutional Capacity Development Agency (HIDA) organized an interactive, practical and hands-on workshop on Results-based Monitoring and Evaluation (M&E). The Workshop took place at Prime Holding (next to the Prime Minister’s Offices) in Kimihurura on the 20th and 21st of September 2007. The workshop had the following key objectives:
The workshop had the following objectives (i) improve understanding of practical concepts and approaches for managing for results and strengthen skills for developing and implementing an effective project/program results-based M&E system; (ii) highlight the Results Monitoring Framework of the Public Sector Capacity Building Project (PSCBP) and ensure that both HIDA and Client Institutions understand and work towards achieving the set results; and (iii) increase awareness and enhance skills of participants in results-based M&E and reinforce partnership between HIDA and PSCBP Client Institutions.
The workshop was honoured to have Mr. Mohamed Khatouri, the Lead Monitoring and Evaluation Specialist; Jeff Ramin, Senior Operations Officer, at the World Bank and Mr. Emmanuel Rutsimba, M&E Specialist at HIDA as the main facilitators.

Participants were drawn mainly from client institutions currently supported under the Public Sector Capacity Building Project (PSCBP), representatives from development partner institutions and other stakeholders.
The Guest of Honour at the workshop was Hon.
Prof. Nshuti P. Manasseh, the Minister of Public Service and Labour who officiated at the opening ceremony. The Minister underscored the importance of a results oriented management in order to drive the national development process.
At the end of the workshop, participants recommended that the M&E function should be strengthened at national level, sector level and institutional level, both at central government and local government entities to support EDPRS implementation. They also resolved that M&E capacity should be developed in all public sector institutions through training provided by identified local training institutions. It was noted that successful implementation of a project will require a well crafted and designed Project result framework which will guide the implementing agency and/or institutions in executing the Project. This will also provide direction to activity definitions, inputs, outputs and outcomes. Participants agreed that there should be regular reporting by client institutions on PSCBP activities and results as stipulated in the signed MoUs. This will ensure ownership and implementation of activities on schedule by the implementing institutions. In addition, implementation of PSCBP activities by client institutions should not only be focused on activities and their outputs but on the overall targeted outcomes. This should be the focus for the results chain of inputs, activities and outputs. There was general consensus that PSCBP should support the development of an integrated national M&E system to monitor and evaluate implementation of EDPRS;
The workshop was officially closed by Mr. John Rwangombwa, Secretary General, Ministry of Finance and Economic Planning, who challenged participants to translate the recommendations of the workshop into action and make the necessary follow up.
