The Vision and Strategic Framework for the
Multi-Sector Capacity Building Programme
in Rwanda
Background and Context
The state of capacity building in Rwanda is an outcome of historical developments in the post-colonial period, genocide of 1994 and developments in the post-1994 period. After the war and genocide that befell the country in 1994, the GoR has been engaged in a broad and ambitious program to re-establish state institutions and to re-organize the public administration for better service delivery. In the Rwandan context, capacity building is a formidable long-term challenge. This implies the need to address the capacity building challenge broadly to cover the human resource and institutional aspects as well as to develop a common framework to guide capacity building initiatives in all sectors. It is in context GoR, has decided to embark on the process of preparing a Multi-Sector Capacity Building Program (MSCBP), that will provide the strategic vision, hence foster greater coherence, consistency and coordination in formulating and implementing capacity building projects as well as facilitating GoR's control and ownership of these interventions. This work is building on the work of two preceding workshops in May and June 2002 respectively. The two workshops covered immense ground while at the same time providing an opportunity for the stakeholders to participate in the process of evolving the MSCBP. The workshops also provided an excellent opportunity for learning-by-doing on the part of the participants.
The report has addressed the post-colonial developmental legacies, the impact of the 1994 Genocide, and the review of attempts at capacity building in Rwanda during 1994-2002, makes a clarification on the concept of capacity building and summarizes the experience and lessons from other developing countries, identifies capacity building gaps in Rwanda and draws a synthesis of the lessons from experience. This information has been used to propose the vision and strategic framework.
