Procurement Management Manual

Intro

The MSCBP will be implemented through client institutions under the coordination of HIDA. In order to ensure that funds under the program are efficiently and transparently managed, it has been deemed necessary to develop a Procurement Management Manual to facilitate implementation of activities under the PSCBP and other projects identified to implement the MSCBP.

HIDA and client institutions shall be governed by Presidential order N0. 28/01/of 19/7/2004 establishing public procurement procedures as well procurement Rules and /or Guidelines of the World Bank, and other development partners who will finance the MSCBP.

This Procurement Management Manual sets out an effective and transparent procurement process that addresses the following cardinal principles: economy; efficiency; fairness; transparency and accountability
