Q. What is the MSCBP?

The Multi-Sector Capacity Building Programme (MSCBP) is a national home grown, long-term Government Strategic Framework meant to guide and direct the preparation and implementation of capacity building actions in Rwanda . The programme targets at developing human resources and improving institutional work environment, to enhance capacity in public sector institutions, the private sector and civil society organizations, in order to render them more efficient, effective, transparent and accountable, in the course of performing their roles, as the main actors in the country's development process.

The MSCBP was developed through a consultative process which brought together stakeholders from government ministries, other public sector Agencies, the private sector, civil society organizations and development partners. The Programme is designed mainly to enable public sector institutions to deliver priority sector programmes envisaged in Vision 2020, Poverty Reduction Strategy Paper (PRSP), and the National Investment Strategy. One of the cardinal focuses of the MSCBP is to strengthen the institutional capacities underpinning a decentralization approach to service delivery and enhancing public - private partnerships to enable the private sector to effectively take on the desired prominent role in the process of delivering services to the public.

To that effect, the MSCBP will provide a strategic vision aimed at fostering greater coherence, consistency, and coordination in formulating and implementing capacity building interventions, as well as facilitating Government's control and ownership of these interventions.

•  What is the Role of HIDA in the implementation of the MSCBP?

HIDA's role is unique in nature and quite interesting when well understood, in that it does not implement capacity building interventions, the responsibility and ownership of implementation lies with the beneficiary institutions. HIDA initiates capacity building undertakings based on the assessed needs of the beneficiary institutions, which is a participatory exercise, and this explains the strategic leadership role of HIDA. The Agency then goes on to support beneficiary institutions to establish effective systems of monitoring and evaluating their own implementation of development activities and that is the implementation role of HIDA. Under the coordination role of HIDA, the Agency collects information on ongoing and planned capacity building interventions in the public sector, private sector and civil society and causes this information to be shared and disseminated with a view to removing overlaps and duplication as well as inconsistencies that inhibit progressive attainment of development goals in national development.

•  What is the source of funding to implement activities envisaged in the MSCBP?

Out of the 77 million USD which is the estimated cost of the MSCBP, there are two funded projects which are running:

•  The Public Sector Capacity Building Project (PSCBP) supported by the World Bank which has provided 24 million USD for this project.

•  The 4 million USD Capacity Building Program has been provided by the African Capacity Building Foundation (ACBF) to support Public Economic and Financial Management reforms in the country.

•  With the support of HRD Korea, 12 million USD is expected to be provided to establish a Vocational Training Centre in Kigali tailored to the Korean model. This is the first phase of HIDA's plan to establish five regional vocational training centres in the country.

•  Does HIDA offer scholarships?

HIDA does not offer individual scholarships, however the Agency supports human resources capacity building initiatives in local training institutions and government ministries through in country or in service training and where necessary training

abroad. The beneficiaries of this scheme are selected on a training needs assessment done at the level of the respective ministry, department or agency. In the training institutions it is the trainers/ instructors who are targeted with an aim of creating capacity to build capacity.

HIDA is currently coordinating the implementation of the following training programmes:

  • To date, HIDA is going to support the training of 250 accountants and auditors as the first pilot scheme under the Rwanda Expertise Scheme (RES). Funding for this scheme is provided for under the Public Sector Capacity Building Project (PSCBP), which falls under the MSCBP framework.
  • In addition, with funding under the PSCBP, HIDA in collaboration with the Rwanda Information Technology Authority (RITA), are going to train about 600 public servants in basic and intermediate IT skills.

•  As a strategy to fill the skills gap prevalent in specialized areas, the Agency has planned to set up a professional skills development fund, which will facilitate cohorts of “high flier” young and middle-age public servants with critically needed skills like specialist doctors (neurosurgeons, cardiologists, physicians, etc.) and engineers (water and sanitation engineers, telecommunication engineers etc.) to pursue specialized training in reputable institutions.
