The development of the Medium Term Strategy (MTS) is a recommendation of the Vision and Strategic Framework for the Multi-Sector Capacity Building Programme report (May 2003). The report observes that to build the required capacity for Rwanda to achieve its development goals, a series of medium term strategies will be required because it is impossible to prepare an implementation plan spanning 20 years. This strategy is the first medium term strategy to run from 2005 – 2010.
