HIDA Action Plan 2006


The HIDA Action Plan 2006 is an important tool for implementing projects under the Multi-sector Capacity Building Programme (MSCBP). The projects currently under implementation include the Public Sector Capacity Building Project (PSCBP), funded by IDA (World Bank) and two Capacity Building Projects funded by the African Capacity Building Foundation (ACBF).

Both the World Bank and the ACBF funded projects have targeted their capacity
building intervention to the public sector under three sets of activities:

1. Those aimed at enhancing efficiency and effectiveness of the public sector institutions responsible for implementing key cross-cutting functions in the government. These include; Ministry of Finance and Economic Planning (MINECOFIN), which is responsible for Public Financial Management (PFM), Public Procurement Management (PPM), Strategic Planning and the Monitoring and Evaluation of Poverty Reduction Strategy (PRSP) implementation; Ministry of Public Service and Labour (MIFOTRA), which is responsible for coordinating implementation of public sector reforms and national skills enhancement.

2. Those activities aimed at strengthening local training institutions to ensure sufficient capacity delivery at the supply side. The institutions here include; Rwanda Institute of Administration and Management (RIAM), School of Finance and Banking (SFB), National University of Rwanda (NUR). The kind of support given here entails intervention aimed at “building sustainable capacity for capacity building”. This essentially implies developing capacity for continuous supply of capacity (skills enhancement) at the level of the institutions.

3. The third set includes activities that relate to improving Institutional
Environment
. More particularly this concerns provision of training facilities
and equipment as well as training space.


Strategic Human Resource Development

Objective: Closing the long term Human Resource Development gaps in the country through training and recruitment of well qualified personnel

Activities:

  • Build capacity of Local Training Institutions to deliver the required capacity through supporting them to prepare Strategic and Business Plans, extend training space and language laboratories, secure training equipment, develop training modules and support training of trainers. These institutions include: Rwanda Institute of Administration and Management (RIAM), School of Finance and Banking (SFB), National University of Rwanda (NUR).
  • Support the Ministry of Public Service and Labour (MIFOTRA) to develop a coherent and integrated National Skills Development Policy spanning public, private and civil society

Cross – cutting public sector reforms

Objective: Improving the capacity of ministries, departments and agencies (MDAs) to manage public finances, decentralize and outsource non- core functions and monitor outcomes

Activities:

Support the Ministry of Finance and Economic Planning to :

  • Produce consolidated government public accounts

  • Develop a programme to train public accountants and auditors (piloting the Rwanda Expertise Scheme)

  • Train directors of finance, accountants and auditors in all public institutions on Rwanda Public Accounts system

  • Implement a coherent and comprehensive smartgov to support the public financial management reforms

  • Improve coordination, monitoring and evaluation of public financial reforms through recruitment of a facilitator

  • Develop a strategic and action plan including capacity building needs assessment and plan to implement activities envisaged in the public procurement reform

  • Support the establishment and operationalisation of the Task Force responsible for public procurement reform

  • Support activities resulting from the new procurement code

  • Recruit and train public procurement officers

  • Support the design of a national monitoring and evaluation system

  • Conduct tailor made programmes for public financial managers, accountants, auditors and procurement officers

  • Support the Ministry of Public Service and Labour (MIFOTRA) to:

  • Carry out functional reviews of up to 6 ministries to assess impact of ongoing public sector reforms

  • Carry out a comparative study on pay reform as an inout to the ongoing initiatives of developing a medium to long term pay reform strategy

  • Develop a model for service delivery directories and guidelines

  • Strengthen the capacity of ministries, government departments and agencies in developing and implementing strategic ande action plans including preparation of capacity building plans

  • effectively and efficiently coordinate Public Sector reforms


Enhancing Agency Performance

Objective: strengthen the capacity of participating ministries, government departments and agencies to develop and implement annual plans and successfully manage their own capacity building to enhance agency performance

Activities:

•  Support the Ministry of Public Service to strengthen the capacity of ministries, government departments and agencies to develop and implement strategic and action plans including preparation of capacity building plans.


ICT

Objective: Public sector entities have the policies, skills, ideas, hardware and maintenance systems necessary to use ICT effectively

Activities:

•  Support Rwanda Information Technology Authority (RITA) to:

•  Develop a corporate strategic plan

•  Prepare and disseminate ICT policies and strategies

•  Train government civil servants in ICT at all levels

•  Place ICT graduate students in suitable work environment

•  Establish a hardware and software maintenance and repair shop

•  Improve and strengthen government websites

•  Kick start the e-Rwanda preparation


Improving Institutional Environment

Objective : Support effective policy formulation in the country and enhance skills in policy formulation, policy monitoring and assessment

Activities:

•  Establish an Institute of Policy Analysis and Research (IPAR) which will be a policy ‘think tank' mainly aimed supporting the formulation of sound public policies through objective analysis and research.

•  Support and strengthen the National P arliament through facilitating t raining of parliamentarians and senators to enhance their skills in policy analysis, legislation and government oversight


Coordination of MSCBP

Objective: HIDA effectively coordinates, monitors and evaluates capacity building interventions, and communicates to stakeholders on targets and achievements of the MSCBP

Activities:

•  Establishment of HIDA to coordinate and manage the implementation of the MSCBP. This includes recruitment of competent staff, securing office premises, developing an Information Education and Communication (IEC) outreach strategy and putting in place a monitoring and evaluation framework
