Financial Management Manual

This Manual is specifically about the financial management aspects of the MSCBP which is coordinated by HIDA. Financial management in an annual cycle entailing three major interdependent and successive elements namely, financial planning & budgeting, accounting and internal control, and financial reporting – including auditing of the financial reports.

Whilst bookkeeping and accounting tasks are largely carried out at HIDA secretariat, there is a reporting relationship with the accountants at client institutions. HIDA only transfers funds to its client institutions upon evidence of capacity at the respective institutions to satisfactorily handle accounting responsibilities. The client institutions have the responsibility to ensure such capacity as well as the sound administration of those funds. The client institutions are accountable to HIDA.
