CURRENT DEVELOPMENT PARTNERS

The World Bank and the African Capacity Building Foundation (ACBF) were the first development partners to contribute to the Multi Sector Capacity Building Programme (MSCBP). The World Bank supports the MSCBP through the Public Sector Capacity Building Project (PSCBP), while the ACBF funds the MSCBP under two different grant agreements (part of resources under Grant 65 and full support under Grant 143). These two projects are managed by HIDA.

Both the World Bank and the ACBF funded projects have targeted their capacity building intervention to the public sector under three sets of activities:

· Those aimed at enhancing efficiency and effectiveness of the public sector institutions responsible for implementing key cross-cutting functions in the government.

· Those activities aimed at strengthening local training institutions to ensure sufficient capacity delivery at the supply side.

· The third set includes activities that relate to improving Institutional Environment.


There is also a Multi Donor Trust Fund (MDTF) which pools resources from the European Union, DFID and World Bank targeting support to the Ministry of Finance and Economic Planning (MINECOFIN) public financial management reforms. The fund is managed by the World Bank and coordinated by HIDA.
The objective of the MDTF is to support the Government of Rwanda’s public financial management (PFM) reform programme, in particular through building sustainable capacity for public accounting and auditing, supporting the development of an integrated financial management information system, and coordinating, monitoring and evaluating PFM reforms. It will provide co-financing to the IDA Project (Public Sector Capacity Building Project), and will allow for a harmonized financing approach for public financial management reforms.
