ACBF Projects

•  Capacity Building Program in Public Financial Management (CBPFM) – Grant 65

ACBF has supported Rwanda 's efforts to rebuild its economy since December 2000 when it approved a grant of US$ 3million ( Grant 65 ) for 4 years for the implementation of the Capacity Building Program in Public Financial Management (CBPFM). CBPFM focuses on four key areas which include strengthening the capacity of the Ministry of Finance for policy and program implementation; strengthening the capacity of training institutions involved in the supply of skilled manpower in economic and financial management; strengthening the indigenous capacity for policy formulation through the creation of an autonomous public think tank and strengthening the capacity of the country in strategic human resources management.

The African Capacity Building Foundation provided another grant of US$ 4 million ( Grant 143 ) to support the Multi Sector Capacity Building Programme (MSCBP) which became effective from 24 th June 2005.

Programme Objectives :

•  Build institutional capacity through support to training institutions, policy development, strategic planning and management, institutional restructuring and support to public sector reform aimed at improving the performance of the public sector

•  Develop human resources by integrating short, medium and long term measures for human resource development within a comprehensive strategy for public sector reforms

•  Promote good political and economic governance by improving the effectiveness of central government institutions and improving transparency and accountability of government operations

The grant supports the following components of the MSCBP.
