WORLD BANK SECTOR MANAGER MEETS HIDA BOARD AND STAFF

On 15 May 2006, Ms. Helga Muller, the World Bank Sector Manager ( Public Sector Reform and Capacity Building Unit ) - Africa Region made her inaugural visit to the Human Resources and Institutional Capacity Development Agency (HIDA). The World Bank has provided US$20 million through the Public Sector Capacity Building Project (PSCBP) to support HIDA to undertake capacity building interventions in the country. The Sector Manager was accompanied by Ms. Stefanie Teggemann who is the Task Team Leader of the PSCBP.

This visit was part of the three week programme of the PSCBP supervision mission which started on 11 May 2006 and ended on 26 May 2006. Ms. Teggemann explained that the objective of the mission was to participate in the eRwanda project appraisal, get an update on the status of the PSCBP implementation and also to participate on the World Bank Country Portfolio Review.
The Director of HIDA, Mr. Charles Karake, welcomed the guests and appreciated their plan to come and listen to HIDA staff report on the status of implementation of the PSCBP. The Component Leads thereafter made specific presentations detailing out the progress in HIDA's support to institutions benefiting from the PSCBP. These capacity building interventions include support to the public sector reforms, public financial management reforms, public procurement reforms, strengthening of local training institutions, supporting the eRwanda project and the national ICT policies.

The WB officials later met the Board members of HIDA on16 th May 2006. The Board briefed the officials about the support they render to the Agency in respect to coordinating the implementation the PSCBP. Discussions mainly centred on how to facilitate HIDA to bring on board its beneficiary institutions so that activities agreed upon could be implemented on schedule.
